McCandless Hotel/Retail Complex

Lowney Associates performed an environmental site assessment on a 10-acre former agricultural parcel. The development will include two hotels totaling 200,000 square feet, 14,000 square feet of retail and a 16,000-square-foot restaurant. An area with elevated levels of lead was detected at the site, appearing to be a result of lead-based paint that accumulated in the soil. Lowney Associates evaluated the remedial alternatives. A bench scale treatability analysis indicated the soil could be successfully treated to reduce the soluble levels below the hazardous waste limits. Lowney Associates obtained regulatory agency approval and performed in-situ soil treatment. After treatment, the soil was removed from the site for recycling as a beneficial cover at a Class III landfill. Pacific States Environmental, an environmental contractor located in Dublin, California, performed soil treatment.
