City of Santa Clara Police Headquarters

Lowney Associates performed environmental and geotechnical investigations at the new City of Santa Clara Police Headquarters, a three-story, steel-framed building encompassing 50,000 square feet. Delays and even possible termination of the project threatened the facility's development when a hazardous chemical, known as lampblack, was encountered at the site. Lowney Associates quickly investigated the extent of the lampblack, evaluated the risk to human health, developed remedial options and performed a cost-benefit analysis. Through careful scientific analysis, Lowney Associates was able to demonstrate to the Department of Toxic Substances and Control (DTSC) that the contaminated soil could remain on site in a specially designed encapsulation area without treatment or expensive landfill disposal. This process resulted in cost savings of more than $500,000 for the city.
